(a) It shall be unlawful for any person to keep more than three dogs, cats or a combination thereof per household within the City, with the exception that a litter of pups or a litter of kittens or a portion of a litter may be kept for a period of time not exceeding five months from birth.
(b) (1) “Dog” means any canine, regardless of age or sex.
(2) “Cat” means any feline, regardless of age or sex.
(c) The provisions of this section shall not apply to any pet shop, nor to any veterinary hospital run by a licensed veterinarian.
(d) Any person who, as of November 22, 2008 has more than three dogs, cats or a combination thereof per household may continue to keep or possess the dogs and cats in their possession so long as the dogs and cats are registered with the Police Department on or before January 1, 2009. As the registered dogs or cats are no longer kept within the City limits they may not be replaced unless the household has a total of no more than three dogs, cats or a combination thereof.
