No domestic animal afflicted with a contagious or infectious disease shall be exposed in any public place whereby the health of man or beast may be affected. No such diseased animal shall be shipped or removed from the premises of the owner or keeper thereof, except under the supervision of the Chief of Police acting with the permission of Council.
The Chief of Police, acting as a health officer, with the advice and consent of Council shall secure disposition of any diseased animal and treatment of the affected premises so as to prevent the communication and spread of the contagion or infection, except in cases where the law requires the State Department of Agriculture to act.
