(a) No person shall harbor or keep any animal of any kind which disturbs the peace by loud noises at any time of the day or night.

(b) No person shall keep any dog, whelp, bitch, calf or other animal shut up or tied up in any yard, house or other place which, by barking, howling, bleating, bawling, whining or any other noise, disturbs the peace and quiet of any family, individual or neighborhood in the City.
