(a) Domestic Animals. No person being the owner, possessor or keeper of any domestic animal of the species of dog or canine, horse, mule, ass, cattle, swine, sheep, goat or poultry shall knowingly suffer or permit the same to run or go at large at any time in the City.

(b) Vicious Animals. No person being the owner of or having charge of any vicious animal shall permit the same to go at large in any public street or place in the City.
