Every person propelling a horse, pushcart or bicycle upon a roadway shall be granted all of the rights, and shall be subject to all of the duties, applicable to the driver of a vehicle, as the same are set forth in this Traffic Code and in the Illinois Vehicle Code, except those provisions which by their very nature can have no application.
