When the final report of the City Treasurer is made and delivered to Council at the end of each fiscal year, he or she shall also deliver to Council all cancelled bonds, cancelled vouchers and other forms or kinds of documents upon which the City Treasurer has paid out money. No credit will be allowed on the account of the City Treasurer unless such bond, voucher or other document is delivered to Council.
