For legal services performed by the City Attorney, he or she shall receive fees in such amounts and payable at such times as determined by Council. Additional usual and reasonable fees and expenses will be paid with respect to services rendered at the request of the City by the City Attorney in connection with local improvements, condemnation proceedings, administrative procedures, bond issues, zoning matters and court litigation, other than an occasional ordinance violation case.
