The City Attorney shall render unto Council or any officer of the City, when so requested, a written opinion upon any legal question in which the City or its officers are concerned in any subject or matter. The City Attorney shall draft or prepare all ordinances as requested by Council and shall attend any regular or special meeting of Council for the purpose of advising Council in its deliberations upon any matter coming before it, unless the City Attorney's absence is excused by the Mayor.
