The Mayor shall, by and with the approval of Council, appoint and name a competent attorney at law, engaged in the active practice of the law before all courts of the State, as City Attorney. During the fiscal year of the City and upon his or her appointment and confirmation, he or she shall take the oath of office required of him or her by law.
