220.13 RULES OF ORDER OF BUSINESS.
   (a)   Generally. The order of business at meetings of Council shall be as follows, unless otherwise directed by Council:
      (1)   Call to order;
      (2)   Prayer;
      (3)   Pledge;
      (4)   Roll call;
      (5)   Public comments;
      (6)   Approval of minutes;
      (7)   Approval of Treasurer's report;
      (8)   Approval of bills;
      (9)   Unfinished and miscellaneous business;
      (10)   Council comments;
      (11)   Adjournment.

   (b)   Suspension. The rules of order, other than those prescribed by statute, may be suspended at any time by the consent of a majority of the members present at any meeting.

   (c)   Robert's Rules of Order. Robert's Rules of Parliamentary Procedure shall govern the deliberations of Council, except when in conflict with the rules set forth in this section.
