220.08 VOTING ON ORDINANCES, RESOLUTIONS AND MOTIONS.
   The passage of all ordinances, and of any resolution or motion to create any liability against the City or for the expenditure or appropriation of money, shall require the concurrence of a majority of all council members then holding office, including the Mayor, unless otherwise expressly provided by law. The yeas and nays shall be taken upon the question of the passage of the designated ordinance, resolution or motion and recorded in the Council journal. Likewise, the yeas and nays shall be taken upon the question of the passage of any other resolution or motion at the request of any council member and shall be recorded in the journal.
