220.04 QUORUM; COMPELLING ATTENDANCE OF ABSENT MEMBERS.

Four members of the Council or three members of the Council and the Mayor shall constitute a quorum to do business. However, a smaller number may adjourn from time to time and may compel the attendance of absentees in a manner provided for by law, including a fine for failure to attend as provided by law. (1942 Code Chap. II, Sec. 4)
