(a) No person being the owner or occupier of any lot, yard or garden within the City shall throw any water, or cause the same to be thrown or flow from his lot, yard or garden upon the premises of another, so as to occasion annoyance or injury.
(b) No person shall throw the water, slop or offal from his house into or upon any street, alley or public square of this City or permit or suffer the same to be done by any person in his employment. No person shall permit the waste water, slop or offal from his house to run or flow into or upon any such street, alley or public square, except pure water from hydrants or supply pipes.
