No person shall obstruct or change the natural drainage of the City, so as to turn any water upon the lot of another. Every person, violating this provision shall, in addition to any punishment inflicted for such violation, remove such obstruction or restore such natural drainage upon notice so to do. No recipient of such notice shall fail, neglect or refuse to comply therewith.
