§ 71.09 CLOSING OF STREETS DURING EMERGENCIES.
   In case of a fire, the Fire Department, under the direction of the Chief of the Fire Department, or any member of the Fire Department in charge of the fire, or any fire police, shall have the authority to close any street, alley or driveway approaching the fire, by rope, barricade, notice, sign or any other means that will effectively indicate that the street, alley or thoroughfare is for the time being closed. During time of flooding, the Chief of Police may direct and install temporary road and street barricades indicating that the thoroughfares are closed because of high water.
