§ 71.06 ADMINISTRATION, ERECTION AND MAINTENANCE.
   (A)   A schedule of authorized traffic-control devices shall be continuously maintained by the City Secretary. The traffic sign register shall contain a record of every specific location in the city where any traffic-control device or marking for special regulation is made applicable.
   (B)   The City Council finds that the conditions prerequisite to the establishment of all special traffic regulations prescribed in this section and the installation of all traffic-control devices, signs, signals and markings, evidenced by the record thereof in the schedule of authorized traffic-control devices. The regulations and devices shall continue in operation until amended or deleted as provided by this chapter.
   (C)   Changes to traffic regulations and traffic-control devices approved by the City Council will be noted in the schedule of authorized traffic-control devices (§ 72.01) by the City Secretary. A traffic regulation or traffic-control device that is repealed or removed by the City Council will remain in the schedule of authorized traffic-control devices, with a prominent notation of "deleted" and the date of deletion.
   (D)   Whenever and wherever congestion of traffic, the frequency of passenger vehicles or pedestrians or both, the direction and volume of the flow of traffic, the dimensions and conditions of the street and sidewalk and the use of property abutting the street are such that the traffic director finds it to be necessary for the free flow and the expeditious handling of traffic and the safety of persons and property within the city, the Chief of Police will recommend the City Council in compliance with this chapter, to install traffic-control devices, signs, signals or markings which:
      (1)   Designate or maintain crosswalks;
      (2)   Establish safety zones on any of the streets of the city;
      (3)   Mark lanes for traffic and parking stalls on the streets of the city;
      (4)   Designate the locations at which the making of right turns, left turns or U-turns or complete turns at any intersection of the street of the city is prohibited;
      (5)   Designate the course of travel by vehicles turning at or near the intersections;
      (6)   Regulate the flow of traffic;
      (7)   Establish rights-of-way, establish the traffic to yield rights-of-way, or establish the traffic to stop;
      (8)   Designate routes, direction of traffic near public or private schools, parks and public buildings; and
      (9)   Determine the location of passenger zones and loading zones.
   (E)   The provisions of this section shall not apply to the establishment of speed limits or speed zones.
