§ 71.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AUTHORIZED EMERGENCY VEHICLE. Fire Department or police vehicles, public and private ambulances for which permits have been issued by the State Department of Health Services, emergency vehicles of municipal departments or public service corporations that are designated or authorized by the City Council, private vehicles operated by firefighters or emergency medical services employees or volunteers while answering a fire alarm or responding to a medical emergency, and vehicles operated by blood banks or tissue banks, accredited or approved under the laws of this state or the United States, while making emergency deliveries of blood, drugs or medicines, or organs.
   BARRICADE. Every barrier, obstruction or device placed upon or across any road, street or highway of this city by an authorized person for the purpose of preventing the passage of motor vehicles over the street, road or highway during a period of construction, fire, flood or other emergency.
   LULING STREET. The segment of FM 1979 extending from State Highway 80 to Main Street.
   OFFICIAL TRAFFIC-CONTROL DEVICES. All signs, signals, markings and devices not inconsistent with this chapter placed or erected by authority of the City Council or official having jurisdiction, for the purpose of regulating, warning or guiding traffic.
   MAIN STREET. The segment of Caldwell County Road 103 extending from the intersection of Caldwell County Road 103 and Lockhart Street to the intersection of Caldwell County Road 103 and FM 1979.
   NW RIVER ROAD. The segment of County Road 103, extending from the intersection of State Highway 80 to the intersection of County Road 103 and Lockhart Street, at which point County Road 103 becomes Main Street.
   STOP. When required, to completely cease movement, and when prohibited, to halt, including momentarily halting, an occupied or unoccupied vehicle, unless necessary to avoid conflict with other traffic or to comply with the directions of a police officer or a traffic-control sign or signal.
   STOP SIGN. Defined in the State Transportation Code, and is a traffic sign usually erected at road junctions, that instructs drivers to stop and then to proceed only if the way ahead is clear.
