§ 157.10 SPECIAL EXCEPTION PERMIT.
   (A)   The City Administrator and Mayor are authorized to direct the issue of a temporary special exception permit waiving provisions of this chapter within the parameters specified within this section.
   (B)   Applicants for such permits shall provide written justification substantiating how compliance with specific provisions of this chapter would be detrimental to the full intended use of a facility or area and specifying the exact provisions of the chapter requested to be waived and the period of time for which the special exception permit is required. For example, festivals, carnivals, or fairs might be good candidates for issuance of a special exception permit.
   (C)   The duration of a special exception permit for outdoor lighting shall not exceed 15 contiguous calendar days.
   (D)   Applications for a special exception permit for outdoor lighting shall be initiated with the city’s Building Official.
