§ 35.10 PARKS AND RECREATION ADVISORY BOARD.
   (A)   The City Parks & Recreation Advisory Board is created. All Advisory Board members will have a known and demonstrated interest, competence, or knowledge of city parks. The Advisory Board should generally reflect the ethnic makeup of the city, when possible.
   (B)   The Advisory Board will meet monthly. Special meetings may be called at any time by the Chair or on the written request of any two Advisory Board members. All meetings will be held in conformance with the Texas Open Meetings Act, Tex. Gov’t Code, Ch. 551. The Advisory Board will ensure that written minutes are maintained to record all actions taken by the Advisory Board.
   (C)   A quorum will consist of a majority of the full authorized membership.
   (D)   The Parks & Recreation Advisory Board will:
      (1)   Act in an advisory capacity to the City Council and the Planning and Zoning Commission on all policies, rules and regulations relating to the administration of city parks, recreation facilities, and recreation activities;
      (2)   Provide advisory oversight of city parks, recreation facilities, and recreation activities, and of recreation facilities and activities on other properties with the consent of the owners or persons in charge of the properties;
      (3)   Recommend any form of recreation activity that will employ the leisure time of residents and visitors in a constructive and wholesome manner;
      (4)   Submit a report to the City Council in July of each year with the following information:
         (a)   Achievements/upgrades/improvements since the prior annual report;
         (b)   Make recommendations to the City Council concerning the longterm plan for city parks; and
         (c)   Propose plans for upgrades/improvements to be considered during the next fiscal year’s budget cycle (October 1 to September 30);
      (5)   Act in an advisory capacity to the City Council and city staff and to other political subdivisions on acquiring, operating, improving and maintaining real property, facilities and equipment for parks, recreation facilities, and recreation activities;
      (6)   Make recommendations to the City Council and city staff on the city’s Comprehensive Plan and any other master plans regarding real property, facilities and equipment for parks, recreation facilities, and recreation activities, and on implementing the directives of the Comprehensive Plan and any other master plans; and
      (7)   Make recommendations to the City Council and city staff concerning the utilization of state, federal, or private funds to promote acquiring, operating, improving and maintaining real property, facilities and equipment for parks, recreation facilities, and recreation activities.
