§ 114.99 PENALTY, CULPABLE MENTAL STATE.
   The penalty for the violation of any portion of this chapter shall be a fine of not less than $1 nor more than $2,000. Each day shall constitute a new and distinct violation. The culpable mental state is hereby dispensed with and any violation of this section shall be considered a strict liability offense.
