(A) The purpose of this chapter is to promote the city as a “Film Friendly Texas” city, while affording reasonable protection for city property and the personal and property rights of residents and businesses in the city.
(B) This chapter covers the use of the following in connection with commercial filming in the city:
(1) City property;
(2) Other property, where the use for commercial filming may affect adjacent property; or
(3) City equipment or personnel.
(C) This chapter does not cover the following:
(1) Still photography;
(2) The making of video or audio recordings not intended for public use or display to a market audience; or
(3) The making of video or audio recordings on private property where the activities are wholly confined to the property and do not affect other property.
