§ 95.08 NUISANCE PROHIBITED.
   Maintaining a public nuisance shall be considered unlawful as described in § 95.01. The following specific actions are prohibited.
   (A)   It shall be unlawful for any person to own, keep or harbor more than five dogs over three months of age at any one address or location within the city limits.
   (B)   It shall be unlawful for any person to own, keep or harbor more than 12 chickens or other domestic fowl over three months of age at any one address or location within the city limits.
   (C)   All person residing in the city who own one or more dogs must keep such dog or dogs at the residential premises permanently occupied and inhabited by said dog owner. It shall be unlawful for said dog owner to keep their dogs at any other locations within the city limits. Animals found at a property where an owner does not reside will be considered abandoned and subject to impoundment.
   (D)   Divisions (A), (B) and (C) above shall not apply to animal shelters, veterinary establishments, animal hospitals operated by a licensed veterinarian or commercial animal establishments located on property zoned for such purposes. Such establishments, however, must meet sanitation requirements and keep animals securely caged or penned.
