(A) No owner shall fail to provide his animals with sufficient wholesome and nutritious food, water in sufficient quantities, adequate ventilation, shelter space and protection from the weather, veterinary care when needed to prevent suffering, and humane care and treatment.
(B) No person shall beat, cruelly treat, torment, overload, overwork, otherwise abuse an animal, or cause, instigate, or permit any instigated cockfight, bullfight, or other combat between animals or between animals and humans.
(C) No owner of an animal shall abandon such animal. If an owned animal has been impounded by the animal control officer, no owner shall allow the animal to remain in the animal shelter beyond the seven day maximum for a licensed or three day maximum for a unlicensed animal, for the purpose of adopting the animal at a lower cost than the fine and fee(s).
(D) It is hereby prohibited and shall be unlawful for any person to willfully abandon any animal or to withhold food or water from any animal such that its health is endangered or to treat the animal in such a way that it suffers unduly
