(A) Authority. The city’s authority to enter into development agreements under this chapter derives from Tex. Loc. Gov’t Code, § 212.172, as amended.
(B) Purposes. The purposes of development agreements under this chapter are to extend the city’s planning authority over projects in the ETJ which are proposed to be developed prior to annexation by the city, to apply development standards to these projects that are compatible with those which apply within the city limits, and to establish schedules for eventual annexation of the projects into the city.
