The Planning and Zoning Commission of the city shall consist of five members, to be elected by the City Council, at the first Council meeting following the election, and qualification of new Council members following the city election, annually. Each member of the Commission shall be a resident of the city. The City Council shall designate a Chairperson of the Commission. The Planning and Zoning Commission shall perform all of the duties prescribed in this chapter, as well as the duties prescribed by the Zoning Ordinance of the city. Any vacancy on the Commission shall be filled for the unexpired term by the City Council at the next regular meeting of the City Council after the vacancy occurs. The members of the Commission shall serve without compensation. In the event that no members have been appointed to the Commission by the City Council, the City Council shall serve as the Planning and Zoning Commission until the appointments have been made.
