§ 154.131 AUTHORITY OF THE CITY ENGINEER.
   (A)   The city is hereby authorized and directed, in cooperation with appropriate city staff, to promulgate rules, regulations, standards and specifications for the construction, installation, design, location and arrangement of streets, curbs, street lights, street signs, alleys, utility layouts, utility easements, gates for utility easements, sidewalks, water supply and water distribution systems, fire hydrants, sewage disposal systems, septic tanks, water wells, monuments, criteria for drainage easement requirements, drainage facilities and crosswalk ways to be subsequently approved by the Planning and Zoning Commission.
   (B)   City staff shall recommend to the City Planning and Zoning Commission any changes to be made. No rules, regulations, standards and specifications shall conflict with this or any other ordinance of the city.
   (C)   All the improvements shall be constructed, installed, designed, located and arranged by the subdivider in accordance with the rules, regulations, standards and specifications.
