§ 152.12 SUBSTITUTION OF MESSAGE ALLOWED.
   (A)    A sign containing a noncommercial message is allowed in any instance in which a sign with a commercial message is allowed, subject to the same regulations applicable to the sign with the commercial message.
   (B)    A sign containing a commercial message is allowed in any instance in which a sign with a noncommercial message is allowed, subject to the same regulations applicable to the sign with the noncommercial message.
