(A) No person who performs building inspections on behalf of the city shall have a financial interest in any construction activity (including construction contracting, design or cost estimating, furnishing labor, materials or supplies, consulting or project management services, building maintenance or repair, and real estate inspection) within the city limits or the city's extraterritorial jurisdiction at the time he or she performs the services on behalf of the city.
(B) The restriction contained in this section shall not extend to a person's interest in a residence owned and occupied by the person as a homestead, but that person may not be involved in the plan review, permit issuance or inspection of any construction work on his or her homestead.
