§ 30.01 POLICE RESERVE FORCE.
   (A)   Established. A Police Reserve Force is authorized and established.
   (B)   Appointment of members. Members of the Police Reserve Force shall be appointed at the discretion of the Police Chief, and shall serve as peace officers during the actual discharge of official duties.
   (C)   Qualifications and training. Members of the Police Reserve Force shall be qualified and trained to meet standards as prescribed by the Texas Commission of Law Enforcement Officer Standards and Education (TCLEOSE) and as outlined in the police procedures manual.
   (D)   Approval of appointments by City Council. An appointment to the Police Reserve Force must be approved by the City Council before the person appointed may carry a weapon or otherwise act as a peace officer.
   (E)   Service at the discretion of Police Chief. Members of the Police Reserve Force serve at the discretion of the Police Chief and may be called in to service at any time the Police Chief considers it necessary to have additional officers to preserve the peace and enforce the law.
   (F)   Insurance. Officers appointed under this section shall be covered by voluntary worker's compensation while on active duty as a reserve police officer, but at no other times. Except as specified in this section, reserve officers shall be entitled to none of the benefits of regular city police officers or other city employees.
