For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
FACILITIES. Includes duct spaces, manholes, lines, wires, cables, fibers, poles, conduits, pipes, valves, switches, passageways, and other equipment, structures, plant, appurtenances, and transmission media.
UTILITY SERVICE. Includes the provision of electric, telecommunications, cable television, natural gas, water, or wastewater service.
