Uncontrolled outdoor burning of rubbish, garbage, brush, combustible materials and all other solid waste within the city limits and the ETJ of the city is hereby declared to be a nuisance that creates conditions that are detrimental to the lives, health and property of the citizens of the city and interferes with the enjoyment of property and the public peace and comfort.
