No person shall be allowed to operate an all-terrain vehicle or off-road utility vehicle on any primary highway, principal or minor arterial roadway, primary or secondary road, or city, collector, or local street within city limits or on any city-owned property, with the exception of the Iowa River OHV Park. The operation of all-terrain vehicles or off-road utility vehicles may be permitted during parades, special events, or other public purposes as specifically authorized by the City Council or its designee. This prohibition shall not apply to operation of an all-terrain vehicle or off-road utility vehicle by the city or city employees for public safety services or other city-service related uses.
