The Electrical Appeal Board shall hold its first meeting not more than 30 days after 7-24-1978. Thereafter, the Board shall meet as often as may be necessary for the proper performance of its duties, but in any case not less than twice a year. A quorum of the Board shall consist of all its members. The board shall elect a Chairperson and a Secretary annually.
