It shall be the duty of the Director of Public Works/City Engineer to see that the provisions of this subchapter are enforced and to designate the number to be assigned to each building. When he or she shall deem it desirable or necessary to change the number used for or assigned to any building, he or she shall designate and assign a new number therefor and shall mail or deliver to the owner or lessee of such building a notice thereof, and within ten days thereafter the number on such building shall be changed and displayed accordingly.
