(A) Each property owner or lessee shall apply to the Director of Public Works/City Engineer and receive from him or her the number of the building of such person. When the Director of Public Works/City Engineer has assigned a number to a building, the owner or lessee thereof shall, within ten days, have such number fixed and displayed thereon as provided in this subchapter.

(B) Upon application for a building permit, the applicant shall ascertain from the Director of Public Works/City Engineer the correct number for the building for which the permit is to be issued and shall, within ten days after such building has been completed for use or occupancy, place the proper number upon the building.
