Upon filing an original application or a renewal application for a license to advertise and conduct a sale as defined in this chapter, if the applicant is a resident merchant as defined, the applicant shall pay a license fee determined by Council resolution. If any application or renewal application is disapproved, one-half of the payment shall be forfeited to the city, as and for the cost of investigating the statements made in such application or renewal application. The license fee for each 30-day renewal period shall be one-half of the respective license fees described in this section.
