The City Council shall make, or cause to be made, a thorough investigation to determine the fitness of the applicant as required by I.A.C. Ch. 123 and the truth of the statements made in and accompanying the application. The Council shall not approve an application for a license or permit for any premises which does not conform to the applicable law and ordinances, resolutions and regulations of the city.
