Unless otherwise provided, any person desiring a license from the city for any of the purposes referred to in this chapter shall make application therefore to the City Clerk on a blank furnished for that purpose and, upon payment of the license fee together with a fee of $1, the City Clerk shall issue to such person the proper license. The Mayor may revoke the license where, in his or her judgment, the proposed exhibition, amusement or entertainment will be obscene under state law.
