When a vehicle on public or private property is found to be a nuisance, the vehicle may be removed and stored upon the premises secured by the city for such storage purposes. The vehicle shall remain so stored upon said property for a period of 14 days. At the end of such time, the vehicle shall be disposed of by the city unless previously claimed by the owner. The city shall charge a reasonable fee for the handling and storage of the vehicle to an owner claiming a vehicle.
