Not later than two days after the impounding of any domesticated animal, the owners, if known, shall be notified either personally or by certified mail of such impoundment. The registry of impounded animals shall be available for inspection during reasonable hours by the owners. The owner of any animals impounded may reclaim such animals by payment of all costs and charges incurred by the city or the agency authorized by the City Council to impound animals, including the maintenance of said animals.
