§ 70.002 OPERATION OF VEHICLES ON PUBLIC STREETS, ALLEYS AND HIGHWAYS.
   (A)   The sections of this traffic code relating to the operation of vehicles refer exclusively to the operation of vehicles upon public streets, alleys and highways, except where a different place is specifically referred to in a given section.
   (B)   The provisions of §§ 70.025 through 70.029 of this chapter, inclusive, and §§ 70.025 and 70.026 of this code of ordinances shall apply upon highways and elsewhere within the city.
