A public sidewalk shall be constructed adjacent to any lot platted prior to January 1, 2001, at the time any of the following occur:
(A) Construction of a new building is completed upon a vacant lot;
(B) Construction or reconstruction of a building upon the lot which amounts to an increase in value of 50% or more of an existing structure;
(C) Reconstruction of a building which has incurred 50% or more in damage; and
(D) The property owner shall pay for all costs for constructing all sidewalks required under this section.
