(A) All openings in the street shall be made in such manner as will cause the least inconvenience to the public and permit the passage of water along the gutters.
(B) All openings and excavations made in any street, avenue, terrace or public ground outside the lot line or next to the sidewalk or footway on private property shall be protected by barricades and signs meeting the Federal Highway Administration’s Manual on Uniform Traffic Control Devices For Streets and Highways and the city’s standards.
