The costs accruing as a result of action taken under § 52.003(D) of this chapter shall be the actual costs to the city as nearly as can be determined and shall be assessed in one installment by resolution of the Council. If not paid to the City Clerk within 30 days thereafter, it shall be certified to the County Auditor as a special assessment to be placed on a tax list against the property to be collected as a special tax thereon.
