The Operational Disaster Services Organization of the city shall consist of municipal officers and employees who may be designated by the City Administrator and all volunteer workers. Plans of the Organization shall substantially conform to recommendations of the federal government and the Iowa Homeland Security and Emergency Management Department. The Organization shall coordinate with the county’s Emergency Management Commission when appropriate.
