The City Administrator, or the City Administrator’s designee, shall recommend an emergency operations plan for the city and recommend for adoption by the City Council mutual aid plans and agreements which are deemed essential for the plan in cooperation with the county’s Emergency Management Commission and the Iowa Homeland Security and Emergency Management Department. The City Administrator, or the City Administrator’s designee, shall make continuing studies of the need for amendments and improvements in such plans.
