Membership in the Reserve Police Force shall be as prescribed in such Reserve’s bylaws, rules and regulations. The Chief of Police may, from time to time, prescribe such other bylaws, rules and regulations as he or she, in his or her sole discretion, may deem to be desirable. The Mayor and the Chief of Police shall approve all rules, regulations or bylaws of the Reserve.
