§ 32.20 CONFLICTS OF INTEREST.
   The County Board of Commissioners establishes and adopts this Gift Rule/Conflict of Interest Policy.
   (A)   Policy. The following provisions apply to all public officials and employees of the county.
      (1)   No officers or employees of the county shall neither solicit nor accept gratuities, favors or anything of monetary value from consultants, potential consultants or parties to subagreements, unless in accordance with this Conflict of Interest Policy. The aforementioned prohibition does not include gratuities, favors or anything of monetary value under $100 per day, any financial interest under $100 per day shall be considered not substantial in accordance with the Code of Federal Regulations.
      (2)   This policy conforms to the standards set forth in the Code of Federal Regulations and by the State Department of Transportation. For the purpose of this section, a CONSULTANT is defined as an individual or firm providing engineering and design-related services as a party to a contract with a recipient or subrecipient of federal assistance.
   (B)   Application. The terms of this policy apply to all elected officials and employees of the county.
   (C)   Exceptions.
      (1)   The dollar value of $100 per day, below which any financial interest or value of any gratuity is not substantial and may be accepted per this policy.
      (2)   This policy shall not prohibit or restrict contributions to a political committee formed to support any elected official or employee’s candidacy for elected office.
