§ 31.06 HOUSING AUTHORITY.
   (A)   There is a need for the establishment of a housing authority in and for the county as provided in I.C. 36-7-18.
   (B)   There is hereby established a County Housing Authority. Such Authority shall consist of seven members, all of which must be residents of the county, and who shall be designated by the County Council, one of whom must be a person directly assisted by the Housing Authority, no more than four of whom may be of the same political party. The members will be Commissioners of the County Housing Authority. The seven Housing Authority Commissioners shall be appointed by the County Council in accordance with the provisions of I.C. 36-7-18-5 and shall serve for the terms provided for in said statute.
   (C)    Such Housing Authority shall constitute a county authority and shall perform all the duties and have all the powers granted to it by statute.
   (D)   The seven members of such Authority shall be appointed and have terms of office in accordance with I.C. 36-7-18-7. After their appointments, the members of such Authority shall select a Chairperson and Vice Chairperson, except that the first Chairperson shall be selected by the County Council. The members shall adopt bylaws and rules and regulations as provided by statute. Said Housing Authority Commissioners shall receive no salary and may be removed for the causes enumerated in the appropriate statute.
   (E)   No Housing Authority Commissioner or employee may acquire any interest in any project or contract of the Authority. In the event that such Commissioners shall acquire any such interest in any such project, contract or anything proposed by such Authority, he or she shall make a complete written disclosure which shall be entered upon the minutes of such Authority.
   (F)   Such Authority shall present an annual report to the County Commissioners and the County Council as is required by said laws.
