§ 31.05 DRAINAGE BOARD.
   (A)   (1)   The five-member Drainage Board shall consist of the County Executive and an additional two resident freeholders of the county who are knowledgeable in drainage matters. The freeholders appointed to the Board shall serve for three years, with their initial appointment being made for a lesser number of years so as to provide for staggering of terms.
      (2)   The County Surveyor shall serve on the Board as an ex officio, non-voting member as has been the case in the past.
   (B)   A county resident freeholder will be appointed to serve as a member of the County Drainage Board for approximately one and one-half years with his or her initial term ending December 31, 2001. Thereafter, such appointee, or at the sole discretion and option of the Executive, he or she or another qualified resident freeholder, shall be appointed for a full three-year term to the County Drainage Board, said term ending December 31, 2004. The initial appointee is John L. Glingle.
   (C)   Another county resident freeholder will be appointed to serve as a member of the County Drainage Board for approximately two and one-half years as a Drainage Board member with his or her initial term ending December 31, 2002. Thereafter, such appointee, or at the sole discretion and option of the Executive, he or she or another qualified resident freeholder, shall be appointed for a full three-year term to the County Drainage Board, said term ending December 31, 2005. The initial appointee is Raymond L. Borggren.
   (D)   The five-member Drainage Board shall have all of the powers enumerated by state law.
